How a waitlist develops

Some applicants end up on the waitlist.
Here they are, listed in order of postmarks on their applications:

Name of
Applicant
Application
Postmark
Susan4/6/14
Joe4/8/14
Jacob 4/11/14
Nancy4/15/14
Stuart4/15/14
 Marianne4/18/14
Roger4/19/14
Allison4/28/14
 Leslie5/2/14
 Donna5/5/14

Each of the wailisted applicants chooses:
  1. Active Waitlist or Passive Waitlist
  2. An acceptance deadline
Now the course waitlist looks like this:

Name of
Applicant

Application
Postmark
Active or Passive Waitlist
Acceptance
Deadline
(number of weeks remaining before the course)
Susan4/6/14  AW
Joe4/8/14   AW 2
Jacob 4/11/14  AW 2
 Stuart4/15/14 AW 4
Marianne4/18/14  AW 2
Allison4/28/14   AW 2
 Donna5/5/14  AW 3
Nancy4/15/14PW 3
Roger4/19/14 PW  3
 Leslie5/2/14 PW 2

Note that, while Stuart and Nancy mailed their applications on the same day, Stuart is now five positions ahead of Nancy because he chose the
Active Waitlist.

A typical waitlist might look like the following, 3 1/2 weeks before the
class starts:

the course)
